₹ 214 crores scam on repairs to toilet blocks in Bmc

A scam of Rs 214 crores on repairs to toilet blocks in which amount 12022 new seats of toilets could have been constructed in Mumbai has been revealed by RTI Activist Anil Galgali.  In 90% cases, cost of actual work is equal to cost estimates. 

RTI Activist Anil Galgali has obtained this information from the SWM department of BMC. SWM Department provide a report which earlier send to Municipal Commissioner Ajoy Mehta for necessary action. 11 pages report States that some seats in toilets are repaired at the cost of 3 to 10 lacs when the new construction costs Rs1,78,000 only. In few cases, Waterproofing is done to terrace slabs when the toilets are sloping AC roof type.

Interestingly these toilets are repaired by MHADA also, but the quality of toilets in Mumbai has never improved. MumbaI's Swachh Bharat ranking has dropped to 29 from 10 six months ago mainly due to feedback from the citizens showing that the citizen of Mumbai are not happy with the corruption in BMC in spending on cleanliness. Faulty SAP system and 1 year defect liability period helps to allow repairs to be a pure hogwash. Financial mismanagement by accounts department as toilets have many budget provisions, misuse of SAP and only one year of Defect Liability period is also revealed to lead to scam, said Galgali. 

Anil Galgali has sent a letter to Chief Minister Devendra Fadnavis to order an enquiry into all works in ward offices with one year defect liability period and to appoint a Toilet Regulatory Authority in BMC to look after 10000 toilets construction and repairs. This can prove nexus between Engineers and Contractors, Accounts Officers and Ward officers indicating that their could be a massive 5000 crores corruption possible, if investigated, said Galgali.
