Slum Rehabilitation Authority was created to develop the slums in Mumbai and make it slum free. That the Slum Rehabilitation Authority (SRA) itself needs to be redeveloped is the sorry state of affairs of the govt. Out of the 403 officer and staff employed in SRA, almost 80 % are on contract or are non governmental. This is revealed in a reply provided by the Authority to RTI Activist Anil Galgali. The lack of sense of responsibility and capability is effecting development of slum projects which has come to a standstill is the foregone conclusion.
RTI Activist Anil Galgali had sought information from the Slum Rehabilitation Authority seeking it's list of officers and staff employed in the SRA. The SRA in its reply provided Galgali with its list of officers appointed by the government, Employed on contract basis and Retired officers reappointed with it. As per the roster approved for Mumbai SRA, it provides for 99 posts. Of this 99 posts, 65 are filled up and 34 are lying vacant. Of the 34 vacant posts 1 Legal Advisor, 1 Under Secretary, 5 Naib Tehsildaar, and 18 Sub Engineer. On deputation 73 Officer's are working in SRa. Apart from the above, it has hired services of 75 Clerks and 38 Peons through Eagle Security and Personal Services. The SRA has appointed 98 clerks and peons on contract basis as well. This apart, there are 54 retired officer's who have been reinstated as rehabilitation which includes 3 Chief Legal Advisor's, 1 Chief Coordinator, 1 Dy Collector, 9 Naib Tehsildaar, 1 Public Relation Officer, 1 Complaints Redressal Officer, 2 Collector's Land officer's, 2 Dy Auditors, and 13 Surveyors.
Anil Galgali has expressed that the these external staff donot have any responsibility affixed on them thereby leading the Slum Rehabilitation Authority to become a Developer's Rehabilitation Authority, the latest being the the position of the Chief Executive officer too has been disputable and tarnished. In a letter addressed to CM Devendra Fadnavis, Galgali has demanded that, the government should give preference to the Group appointed staff and Officers Rather than the Retired officers and staff on contract basis. Also the CEO and the senior officials of the SRA be made accountable and responsible in case of slow progress of the projects under the SRA.
